Yahoo Groups ngpcdev - The Yahoo forum for NGPC development. Not a huge amount of activity, but there are still a few people around.
Ivan Mackintosh - Ivan is one of the longest-serving NGPC developers. He has an extensive catalogue of work, as well as a C compiler and library, tutorials, sound driver and music editor.
Chris Ahchay - Chris is responsible for several remakes, including Joust and Robotron, as well as some original titles like Barbarian Invaders.
Thor - A plethora of different projects for the NGPC, including a better version of my own HiColour demo. Check it all out.
NeoPop - My emulator of choice. Good compatibility, great debugger, link-up support... all add together to make a fine emulator for development.

Boost - A collection of utility libraries, Boost is at the forefront of C++ development. Incredibly useful, and also one of the main forces behind the advancement of the language itself.
Comeau Computing - An online compiler front-end which can be used for testing out code snippets.
